Yes paying someone to put a backlink on their website is a No No with Google. That is not what we are offering here. You are basically outsourcing to have someone else create listings for your business on directories. You aren't paying for the actual citations or links. You could do it yourself if you had the the time, knowledge and skills. Most of my clients don't have the time or knowledge so they outsource it to us!
It depends! If you have a new website it can take 6+ months to see rankings improve vs an older established site already ranking on page 2 or 3 can take 2-3 months to see rankings improve.
Typically after working with me clients see their rankings go up in Google Search Console which in turns means more inquiries listing Google Search as the way they found them.
